Planned improvements for Blue Cypress Park/Middleton Fish Camp Park

Indian River County’s adopted Five-Year Schedule of Capital Improvements totals $700,000.

$250,000 for “Paving / Campground improvements” to be funded with $50,000 in FY 2026/27 and $200,000 in FY 2027/28.

$450,000 for “T-dock construction” to be funded with $50,000 in FY 2027/28 and $400,000 in FY 2028/29.

Indian River County’s publicly stated “future plans” for Blue Cypress Lake center on two parallel tracks:

Middleton Fish Camp Park (public access) — upgrades + a planning process

The County is in a formal “future vision” phase for Blue Cypress Lake / Middleton Fish Camp Park, explicitly calling out:

  • Keeping the park open and safe for use (continuity of operations)
  • Beginning to determine a “future vision” for the site
  • Public meetings and engagement to shape that vision
  • Aligning allocated funding with grants and partnership opportunities
  • Setting operational goals and an implementation plan Indian River County

Environmental land protection around the lake — conservation acquisitions tied to the St. Johns headwaters

The County is also framing Blue Cypress Lake as a conservation priority—specifically “protecting Blue Cypress Lake & the headwaters of the St. Johns River”—under its environmental land acquisition efforts. Indian River County

That aligns with the County’s Environmental Lands Program (supported by the voter-approved bond framework), which is designed to:

  • Acquire and permanently preserve environmentally significant lands to protect water resources, habitat, and natural areas; and
  • Potentially construct public access improvements associated with those conservation lands (e.g., parking/restrooms/trails and related infrastructure). Indian River County
